It is based in Pasadena, California. The company was founded in 2006 by Harrison Tang and Robi Ludwig. The site allows users to search for people by name, email address, phone number, username or physical address. The site also has a directory of businesses and services. Spokeo claims to have over 12 billion records from over 60 social networks. The site has been the subject of criticism for its alleged use of bots to inflate its user base and for displaying inaccurate results. In May 2011, the Federal Trade Commission filed a complaint against Spokeo for violating the Fair Credit Reporting Act by "providing consumer reports without ensuring that the information is accurate." The company agreed to settle the case in 2012 and paid a $800,000 fine. Spokeo has also been accused of scraping images from Facebook without permission. In May 2012, the site was ordered by a federal court to remove all images that were scraped from Facebook without permission.
