The Texas Mental Health and Substance Use (TXMHS) Continuum of Care (CoC) has a particular charge to prioritize housing for individuals experiencing homelessness who have a severe mental illness or a substance use disorder. This charge is outlined in the TXMHS CoC Governance and Policy Council's Certification Standard Number 14, which states that at least 25% of the CoC's funding must be used for permanent supportive housing targeted to individuals with severe mental illness or substance use disorder. Prioritizing this type of housing means making sure that individuals have stable, safe places to live as well as access to supportive services such as mental health counseling and addiction treatment. By addressing both housing and service needs, TXMHS CoC aims to decrease rates of homelessness among individuals with severe mental illness and substance use disorders in the state of Texas.
